Background information in respect of vacancies advertised externally
Jobs/Vacancies, 21 November 2005
Candidates who are interested in any of our vacancies externally advertised are advised to submit their application together with a completed Personal History Form ( P11) to E-mail Recruitment and Postings Section
With the aim to achieving a gender-balanced workforce, UNHCR strongly encourages women to apply.
As per the procedural guidelines of the Appointments, Postings and Promotions Board (APPB) issued in November 2003, all posts classified as expert are advertised both internally and externally. A post is designated as "expert" when the functions of the post require specialized qualifications and skills acquired prior to appointment that cannot be acquired "on-the-job". Posts not designated as expert may also be advertised externally (and internally), following the review of the APPB, when no eligible and suitable internal staff members or candidates from the International Professional Roster is identified.
Only applications from candidates who are short-listed for externally advertised vacancies will be acknowledged and subsequently interviewed by a Panel of three-four members either at our Headquarters in person, or by videoconferencing or teleconferencing on competency-based questions, focusing on specific post competency requirements for a given vacant post within the context of current operational needs.
Once a final selection is made, the case is referred to the APPB for review. The APPB then makes a recommendation to the High Commissioner for final approval. Reference checks are then initiated on all data provided on the candidate's Personal History Form ( P11).
A Fixed Term Appointment of one year may be issued upon initial recruitment, provided that essential recruitment formalities have been finalized. If it is necessary to terminate a Fixed Term Appointment during the first year of service, one month's notice of termination is required, but no termination indemnities are payable.
