Azerbaijan

As of 31 December 2021, Azerbaijan hosts 1,694 refugees, 58 asylum seekers, 3,585 stateless, and 654,839 internally displaced persons. Afghanistan is the leading country of origin for the refugee caseload in the country (1,189 individuals), followed by Russia (317), Iran (69), Pakistan (46), and Syria (33).

UNHCR established its presence in Azerbaijan in late 1992 and since then has been supporting the Government to find durable solutions for refugees, internally displaced, and stateless persons in the country. The Agency works in partnership with the authorities and the civil society to ensure adequate protection space for asylum-seekers and enhance local integration prospects for refugees.

In addition to delivering humanitarian aid to conflict-affected populations, UNHCR increases engagement with the displaced people via awareness-raising and individual legal assistance. UNHCR is proactively involved in designing and implementing a durable solutions framework with a particular focus on internally displaced persons and refugee returns in the post-conflict context.
