In the context of the professionalization of the UNHCR staff development function, the role of the post is to contribute to shaping and promotion of a performance and learning culture in UNHCR by developing learning strategies and customized learning solutions for managers and leaders in UNHCR.

The incumbent of this position supports the work of the Leadership Section of the Global Learning & Development Centre, with a primary responsibility for the design, development and delivery of communication and core competency/soft skill, management related areas for staff and management. S/he is accountable for pro-actively supporting the learning culture in UNHCR by aligning effective learning with institutional goals. In addition, the incumbent provides internal consultancy services to managers and leaders in UNHCR as well as to other training and learning providers on the design, development, delivery, assessment and evaluation of learning activities of his or her area of responsibility with a view to meet the operational and management needs of the Organisation.

The post requires the incumbent to work both internally with the Divisions and Bureaux at HQ, and respective counterparts (e.g. Ethics, IGO, Ombudsman’s Office, LAS, etc.) and in coordination with regional and field offices and external partners concerning capacity building and awareness raising activities to ensure appropriate cross-linkages of all UNHCR learning and training programmes with a management/leadership component.

The incumbent will work directly with external service providers – consultants, facilitators, training designers, printing and production companies, etc.

The incumbent will manage a portfolio of relevant activities in his or her AoR and supervises locally recruited staff members whose performance she/he will monitor and whom she/he will guide and support in their day-to-day functions.

Building on his/her familiarity with the local language and context, the incumbent is expected to be proactive in assisting the GLDC to make best use of learning/training institutions and potential vendors in the country and the region.

S/he is supervised by the Senior Staff Development Officer (P-4), who will provide overall directive and guidance.
