Donors
UNHCR is almost entirely funded by direct, voluntary contributions from governments, non-governmental organizations and individuals. There is also a very limited subsidy from the regular budget of the United Nations, which is used exclusively for administrative costs.
UNHCR's budget peaked in 1994 when its requirements exceeded US$ 1.4 billion, primarily because of refugee emergencies in former Yugoslavia, the Great Lakes region of Africa and elsewhere.
UNHCR makes considerable efforts to raise funds throughout the year, so that refugees can be immediately assisted with food, shelter and other essentials for their survival.

The Global Appeal/ Report
Three sister publications, The Global Report, Mid-year Progress Report, and The Global Appeal offer a comprehensive view of the agency's operations and annual requirements in the countries where it works and in specific emergencies. The publications are designed primarily for governments and UNHCR's partner organizations.
The Unified Budget Structure
On 1 January 2000, UNHCR introduced a unified budget structure. This means that it includes all budgets approved by the Executive Committee (Annual Programme Budget) as well as additional programmes authorised by the High Commissioner after the Executive Committee (Supplementary Programme Budget).
