2003 Pre-ExCom NGO Consultations

Prior to the 54th Session of UNHCR's Executive Committee, the annual Consultations with Non–Governmental Organisations, commonly known as Pre–ExCom, brought together some 228 representatives of 160 national and international NGOs, UN and international organisations from 65 countries over a three–day period, 24 – 26 September 2003. The Report on Pre–ExCom provides highlights of the consultations which focused on a range of operational issues of refugee protection.

The consultations were opened by the Assistant High Commissioner and featured 12 Round–table Sessions and five Regional Sessions. Special sessions were organised with UNHCR's Inspector General, Dennis McNamara, and the Director of the Department of International Protection, Erika Feller. A special 'linkage' session was held on the last day with members of UNHCR's ExCom. The Director of Communication & Information, Anne Willem Bijleveld, closed the consultations.
