Convention Plus
Convention Plus is an international effort initiated and coordinated by the Office of the United Nations High Commissioner for Refugees (UNHCR). Its aim is to improve refugee protection worldwide and to facilitate the resolution of refugee problems through multilateral special agreements. This will be achieved through a process of discussion and negotiation with States and other partners of UNHCR to mobilize support and bring about firmer commitments.

What is Convention Plus and where do we stand?
Resettlement
A Core Group of States and other partners is developing a multilateral agreement on the strategic use of resettlement as a tool of protection, a durable solution and a tangible form of burden sharing.
Targeting development assistance
This strand of Convention Plus is aimed at making the targeting of development assistance more effective to support durable solutions for refugees, whether in countries of asylum or upon return home.
High Commissioner's Forum
The High Commissioner's Forum is made up of UNHCR's stakeholders, including ExCom members, Standing Committee observers and NGOs. Established in 2003, it meets twice a year to consider progress on the Convention Plus initiative.
Irregular secondary movements
A Core Group of States and other partners is examining means to clarify the responsibilities of States in the event of refugees and asylumseekers moving in an irregular manner from an initial country of refuge to another country.
Comprehensive plans of action
Situationspecific multilateral agreements are being developed in the context of Convention Plus to resolve particular refugee situations.
