Refugee Protection and International Migration


The linkage between movements of refugees and asylum-seekers and the broader phenomenon of international migration has attracted considerable attention over the past decade. This web page contains a wealth of information regarding those aspects of international migration which are of particular concern and interest to UNHCR.

In addition, it assembles documentation of special interest for the General Assembly's High-Level Dialogue on International Migration and Development (September 2006) and provides relevant links to other websites. In early 2006, the UN Secretary-General took the initiative to transform the Geneva Migration Group, founded by UNHCR and IOM, into a Global Migration Group. Information has been made available on the group's membership, terms of reference and the work in the field of migration of member agencies.

Refugee Protection and Mixed Migration: A 10-Point Plan of Action
"Mixed" migratory movements – involving refugees and asylum-seekers, as well as migrants – pose specific challenges in terms of saving lives and ensuring access to safety. As States redouble efforts to "manage migration", it is important to identify refugees and asylum-seekers within mixed movements, enable them to access protection and meet their needs. This UNHCR action plan sets out ten key areas in which action is required to address the phenomenon of mixed and irregular movements, focusing on activities in which UNHCR has an interest and a potential role to play. High Commissioner's Dialogue on Protection Challenges

To examine the challenges of protecting refugees in mixed migratory flows, the UN High Commissioner for Refugees held a two-day Dialogue on Protection Challenges in Geneva in December 2007.
