Azerbaijan: Whether a police check is conducted before an international passport is issued, and whether an exit permit is needed to for a citizen of Azerbaijan to leave Azerbaijan

On 28 February 2001 an official at the Embassy of Azerbaijan in Washington, DC stated that a background check is conducted by the police before an international passport is issued to an Azerbajiani citizen. No exit visa is required to leave Azerbaijan (ibid.; United States Department of State 20 June 2000).

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints.
