According to various published sources currently available at the DIRB, ADN stands for Acción Democrática Nacionalista, or Nationalist Democratic Action. In 1990 the ADN was part of the ruling coalition. Please refer to Response to Information Request BOL18512.E of 3 October 1994 and its attachments for recent references to the AP coalition and its member parties.
The two documents attached to this Response provide the only references among the sources currently available to the DIRB that could be interpreted as attacks against ADN members reported for 1990. One of the documents reports on a row in parliament between members of the ruling coalition; the minister of the interior alleged that an intoxicated ADN deputy fought with three policemen when he tried to "push his way into a party in Sucre," while ADN congressmen claimed their fellow party member had been attacked by the policemen (Latin American Regional Reports 11 Oct. 1990, 7). The other report refers to an attempt by the People's Permanent Tribunal to meet in Bolivia in 1990 and "hold a trial on July 17-19 to hear the accusations of human rights violations made against the military dictatorships of Hugo Banzer (1971-1978)" and others. The source indicates that the tribunal "has no legal status and its sentences represent a moral condemnation only" (Andean Newsletter 14 Aug. 1990, 1). The report states that "several on the list of the accused are currently government officials, parliament members of retired military personnel," including the leader and the assistant director of the ADN and the president of the Chamber of Deputies, who also belonged to the ADN (ibid.).
Response to Information Request BOL13753 of 8 April 1993 covers politically motivated violence in 1990, but does not mention the ADN. Response to Information Request BOL8748 of 5 June 1991 refers to a bombing at the government palace in January 1990 by the group Z rate Willca that produced minor material damage, but references to targeting of ADN activists by Z rate Willca or any other group in 1990 could not be found among the available sources.
This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
