No reference to a member of the Bolivian Urban Teachers' Union of La Paz (Federación Departamental de Trabajadores de Educación Urbana de La Paz, FDTEULP) nor to a male hunger striker being taken by the authorities in February 1999 could be found among the sources consulted by the Research Directorate.
However, one source reports that a group of approximately 40 teachers in La Paz began a hunger strike on 5 February 1999 after being suspended from their posts (La Red Obrera 18 Feb. 1999). A follow-up report states that striking teachers were legislated back to work on 17 February 1999 (ibid. 17 Mar. 1999). The source adds that the leader of Bolivia's teachers' unions, Vilma Plata, was arrested after she refused to comply with the back-to-work order (ibid.). Her arrest was reportedly protested by a number of organizations, including the Departmental Federation of Teachers of La Paz (Federación Departamental del Magisterio de La Paz), while the lawyer for the Permanent Assembly for Human Rights of Bolivia (Asamblea Permanente de Derechos Humanos de Bolivia) demanded her release (ibid.).
