According to information faxed to the DIRB on 14 December 1994 by the consul general of Estonia in Toronto, non-citizen permanent residents of Estonia do not need permission in the form of a propiska or residence permit to move from one city to another in Estonia.

This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
