According to the Consulate General of Estonia in Toronto, "there are no longer any minimum space requirments for obtaining a 'propiska' in Estonia" (20 May 1994). This is corroborated by information provided to the International Organization for Migration (IOM) by Estonian government sources (24 May 1994).
