An official of the British High Commission in Ottawa states that anyone can make a claim for political asylum or refugee status at any time and that each case is decided on its merits (8 May 1992). She was unable to say what the refugee determination procedures are although she was fairly certain that they are the same as in Britain and similar to the Canadian system. The IRBDC is unable to corroborate this information at the present time.
