Information on the documentation required and the procedures to be followed by a parent wishing to travel abroad with a minor child in the absence, or without the consent, of the second parent was scarce among the sources consulted by the Research Directorate.
The Website of the Canadian Embassy in Budapest outlines the documentation that a Hungarian national must submit in order to apply for a Canadian visitor visa (30 July 2004). According to the Website,
... children under 16 travelling without one or both parents or legal guardians must provide a notarized authorization for travel signed by both parents or the parent who is not travelling. Please note that this authorization should also be available on arrival at the port of entry in Canada (Canada 30 July 2004).
Specific information on whether the permission of the non-custodial parent is required in order to have a travel passport issued to a minor, or whether exit controls are enforced in the event that this permission is not granted, could not be found among the sources consulted by the Research Directorate within time constraints.
