Chad: Update to TCD19973.E of 1 March 1995 on the "Comité national de redressement" (CNR), its leaders, activities and history; whether it is still functioning; whether or not there are reports of harassment, detention and/or arrests of its members

No mention of the "Comité national de redressement" could be found among the sources consulted by the Research Directorate. However, sources refer to a politico- military opposition movement known as the "Conseil national de redressement du TchadCNR or CNRT) (National Council for Chadian Recovery), which was founded by Abbas Koty (Kotty) in 1992 (Political Handbook of the World 1999, 186; Mondes rebelles 1999, 503).

During a 5 March 2001 telephone interview, a member of the "Bureau politique" in charge of Co-operation and Foreign Affairs within the Conseil national de redressement du Tchad (CNRT) provided the following information.

The CNRT is led by a "Bureau politique" composed by four members. Hissein Koty (Kotty), who is living in Cotonou, Benin and Abbas Koty's young brother, acts as chairman. Bichara Idriss Aggar lives in Hull, Québec while Bechir Nassour Hissein and Ahmed Daoud are living in Hamilton, Ontario.

While the CNRT has recounced its military activities, political activities are continuing abroad, especially in Benin, Libya, Sudan, Algeria, France, Holland, Canada, the United States and in Nigeria where members try "to heighten public awareness of the political situation in Chad." However because of the political repression, CNRT political activities remain clandestine within Chad.

The member of the CNR "Bureau politique" stated that he was not aware of any current cases of harassment, arrest or detention of CNR members by Chadian authorities.
