In Colombia, the last two municipal elections were held on 29 October 2000 (Antioquia n.d.; IFE n.d.) and 26 October 2003 (Colombia n.d.a; El Colombiano n.d.).
Carlos López Rodas was the Liberal Party of Columbia (Partido Liberal de Colombia, PLC) candidate in the municipal elections of 29 October 2000 in the municipality of Santa Bárbara, in the department of Antioquia (Colombia 7 Oct. 2004; ibid. n.d.b). He was elected mayor of the municipality for a period of three years, with 3,741 votes (ibid.; ibid. n.d.c). According to a representative of the Electoral Management Branch (Dirección de Gestión Electoral) of the Colombian National Register of Civil Status (Registraduría Nacional del Estado Civil de Colombia), the two other candidates who participated in the election were John Nicolás Castañeda Blandon and Juan Agustín Vasco Holguín (ibid. 7 Oct. 2004).
This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim for refugee protection.
