No reference to the leader of the Liberal Party of Colombia (Partido Liberal de Colombia, PLC) in the commune of Los Charcos in Santa Bárbara, Antioquia could be found among the sources consulted by the Research Directorate.

According to a representative of the Electoral Management Branch (Dirección de Gestión Electoral) of the Colombian National Register of Civil Status (Registraduría Nacional del Estado Civil de Colombia), two PLC candidates ran in the Santa Bárbara municipal election in October 2000: Carlos López Rodas and John Nicolás Castañeda Blandon (Colombia 7 Oct. 2004).

The PLC candidate in the 26 October 2003 election was León Darío Ramírez Valencia (El Colombiano n.d.; ibid. 22 Sept. 2003). According to the newspaper El Colombiano, Ramírez had been mayor of Santa Bárbara three times previously, and he was chosen as candidate in an internal consultation (ibid.).
