National Union for the Total Liberation of Angola (UNITA) strongholds are Bailundo, Andulo (AI 1998, 76; AP 17 Dec. 1997; AFP 4 Jan. 1999; ARB Dec. 1997,
13364), whereas the government controls the areas of Bie, Luanda Norte, and Cuito, Malange, Huambo (ARB Dec. 1997, 13365; AI 1998, 76; AP 26 Nov. 1997). However, Country Reports 1998 also reports that about 200 localities changed hands in 1998, although it does not name them (1999, 3).
Country Reports 1998 indicates that travelling to and from UNITA to government-controlled areas is not only hazardous but that both UNITA and the government restrict travel from one area to the other (1999, 8-9). For detailed information on travel inside these areas, please consult Section 2.d. on "Freedom of Movement Within the Country, Foreign Travel, Emigration, and Repatriation."
