The Swiss Office fédéral des réfugiés (ODR) reported in November 1999 that Imparcial Fax was an independent bulletin published in Luanda and that it had ceased to circulate following the assassination of its editor in January 1995. Journalists of the bulletin, who were living in exile, hoped to relaunch it from South Africa (ibid.). The ODR report also states that Leopoldo Baio, a former employee of Imparcial Fax, was the editor of an independent weekly called Actual Fax (ibid.). No 2000 reports on the Imparcial Fax could be found among the sources consulted by the Research Directorate. Information on the assassination of Imparcial Fax editor, Ricardo de Mello, as well as general information on the paper can be found in AGO33410.E of 23 December 1999.
This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
