Albania: Whether a person in Albania may apply for and pick up identification documents on behalf of another person

According to an official at the General Consulate of the Republic of Albania in New York, a person can apply for and pick up identification documents such as a passport or birth certificate for someone else if he or she has authorization from that person (11 Sept. 2008). Similarly, an official at the Canadian Embassy in Rome stated that a person in Albania may apply for and pick up identification documents on behalf of another person "[o]nly if a power of attorney has been drawn up authorizing said person to act on behalf of the person" (15 Sept. 2008).

Further information on whether a person in Albania may apply for and pick up identification documents on behalf of another person could not be found among the sources consulted by the Research Directorate.
