The consular chargé d'affaires at the Embassy of Algeria in Ottawa provided the following information in correspondence sent to the Research Directorate on 10 May 2005. The documents issued in regard to the Algerian national service include
the exemption card issued to people who are exempted from military service obligations;
the stay card or certificate issued to people who are granted a stay so that they can finish their studies;
the military service book issued upon completion of national service.
The consular chargé d'affaires at the Embassy of Algeria in Ottawa added the following details during a 10 May 2005 telephone interview.
The exemption card is blue with a white background and bears the photograph of the holder. Written in Arabic, it bears the holder's given and family names, place of birth, and date of exemption. The stay card is also blue with a white background and bears the photograph of the holder. Also in Arabic, it bears the holder's given and family names (sometimes written with the Roman alphabet). Usually renewed annually, this card can sometimes be renewed every two to three years. The cards issued today are uniform, but stays can also be issued in the form of certificates written in Arabic on white paper.
The vice-consul at the Algerian Consulate in Montreal provided the following information during a 12 May 2005 telephone interview.
The military service book has two sections and can be blue or green. The book is written in Arabic, but the name of the holder can also be written with the Roman alphabet. The book contains a photograph of the holder and is often laminated for protection.
This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim for refugee protection.
