Information on the elected "member" of ward no. 13 of the Municipal Corporation of Delhi could not be found among the sources consulted by the Research Directorate. However, according to its Website, the Municipal Corporation of Delhi is divided into twelve zones (MCD n.d.a). Ward no. 13, called "Hauz Khas", is located in the South zone (ibid. n.d.b). Councillors are described as "[t]he citizens' representatives in the corporation" (ibid.). According to the Website, the municipal councillor for 2002 - 2007 of ward no. 13 is Ashok Kumar Jain (ibid. n.d.c). The news magazine, The Day After, also stated that Ashok Kumar Jain was elected in the South Zone of the Municipal Corporation of Delhi on 24 March 2002 (n.d.).
Another source, the Indian newspaper, Daily Excelsior, reported that Mr. Ashok Kumar Jain was elected mayor of Delhi on 7 April 2003 (7 Apr. 2003). The article provides the following information on Ashok Kumar Jain:
an industrialist and owner of Amusement Park Aapno Ghar ... Mr. Jain, who has been elected to the MCD [Municipal Corporation of Delhi] from Hauz Khas, was the Chairman of the South Zone Ward Committee. Earlier, he was the Vice Chairman of the Delhi Cantonment Board between 1979 to 1983. A resident of Mehroompur village, Mr. Jain was the Metropolitan Councillor between 1983 to 1990 (Daily Excelsior 7 Apr. 2003).
Express India also referred to Mr. Jain as the mayor of Delhi (25 Feb. 2004). Another newspaper article printed in 2003 reported that Mr. Jain was 49 years old at that time (The Hindu 3 Apr. 2003). This article also provides the following information on Ashok Kumar Jain:
A native of Mehram Village near the Palam Airport, Mr. Jain, 49, owns the popular Apno Ghar Amusement Park on the Delhi Jaipur Highway, along with a three star hotel here. Mr. Jain also runs Nitin Car Rental Service and Nitin Transport Service. Inducted into the Congress during the days of Sanjay Gandhi, Mr. Jain was elected as the member of Delhi Cantonment Board and elected as its Vice-Chairman in 1979 and remained till 1983. He then was the youngest Vice-Chairman of Delhi Cantonment Board. He was also elected as a member of the Delhi Metropolitan Council [in] 1983 (ibid.).
Another newspaper corroborates that Ashok Kumar Jain was vice chairman of the Delhi Cantonment Board between 1979 and 1983, and that he was the Metropolitan Councillor from 1983 to 1990 (Daily Excelsior 7 Apr. 2003).
Information on whether the elected member of ward no. 13 of the Municipal Corporation of Delhi is also a member of the Delhi Legislative Assembly could not be found among the sources consulted by the Research Directorate.
