An immigration official at the Canadian High Commission in Kuala Lumpur, Malaysia, offered the following information, based on its inquiries to the Malaysian Ministry of Foreign Affairs, in 1 October 2004 correspondence:
Malaysian[s] are not allowed to travel to Israel (as per passport wording) under any circumstances. Exception diplomatic staff required to travel there [...who] would need to apply for permission from the Foreign Affairs Ministry, as well as [from the] office of the Prime Minister.
The immigration official was unable to obtain information from the Consular Affairs of the Malaysian Ministry of Foreign Affairs as to the penalties imposed on a Malaysian who had travelled to Israel without official authorization.
