Attached please find four recent reports from Amnesty International alleging incommunicado detention, fear of torture and extradition, and detention without charge or trial of Kuwaiti Shi'a. According to Amnesty International, at least 20 Shi'a were arrested in November 1989 after the execution of 16 Kuwaiti in September 1989. (SAU6355) Ten Kuwaiti Shi'a, including prominent religious figures, were alleged to have been arrested in February 1990 (AI Index: MDE 17/03/90).
