According to a letter received from the Watch Tower Bible and Tract Society of Monrovia on 28 January 1999, "there were no problems for Jehovah's Witnesses in this country. They were able to carry out their Christian Ministry unmolested." The letter further states that although there were some attacks in the north-west of Liberia during 1992-1996, they were carried out by "a faction that seemed to be targeting Christians in general, not just Jehovah's Witnesses."
Also according to the letter, "if persons who were Jehovah's Witnesses were detained, we are not aware that it was ever due to their religious persuasion."
