According to a Counsellor at the Permanent Mission of the Libyan Arab Jamahiriya to the United Nations in New York, the Mission issues two kinds of travel permits to Libyans (8 Jan. 1999). One travel permit is valid only for travel to Libya with a period of validity specific to the request of the individual such that it corresponds to the indicated return route. The other form of travel document is valid for one year for travel anywhere in the world and can be used for more than one trip. He stated that the Mission does not issue many of these and that they are "for special reasons" but was unable to elaborate on the nature of those reasons. For both forms of travel permit the requester must provide their Libyan passport or, in cases of lost or stolen passports, the police report corresponding to the circumstances of the loss or theft.
