Libya: Follow-up to LBY41757.E of 11 July 2003 on whether Libyan citizens can obtain exit visas and use their own passports to depart from the airport at Tripoli, while being subject to judicial proceedings by the Libyan government

In a letter addressed to the Research Directorate, the Embassy of Libya, in Ottawa, indicated that to exit the country, Libyan citizens are only required to have a valid passport, and do not need an exit visa (Embassy of Libya 10 Sept. 2003). In addition, the Chargé d'Affaires stated that there are no restrictions on the travel of Libyan citizens who are subject to judicial proceedings initiated by the Libyan government, except when a person has been "convicted and banned from leaving the country by a court judgement" (ibid.). A person may be banned from leaving the country if they have been "found guilty of not being loyal to his/her country" or "[i]f national security concerns justify such a ban" (ibid.).
