Mexico: Whether, when a Voter Registration Card (credencial para votar) that has been lost or stolen is replaced by the Federal Electoral Institute (Instituto Federal Electoral), any information on the card is changed and, if so, what information changes

In a 5 August 2008 telephone interview, an election adviser at the Federal Electoral Institute (Instituto Federal Electoral) in Mexico City stated that when a Voter Registration Card is replaced because it has been lost or stolen, two changes are made to the new card (Mexico 5 Aug. 2008b).

First, the issue number (número de emisión) (ibid.), located on the front of the card next to the year of registration (año de registro) (ibid. n.d.), changes. This number is sequential and increases by one each time a new card is issued (ibid. 5 Aug. 2008b). For example, if a card bearing number 00 is lost, the replacement card would bear issue number 01, and so on (ibid.). The year of registration, however, never changes (ibid.).

Second, the vertical number (número vertical) (ibid. 5 Aug. 2008a), located on the back of the card (ibid. n.d.), changes, either in whole or in part, each time a new card is issued (ibid. 5 Aug. 2008a). This number is also known as the internal control number for purposes of automatic recognition (número de control interna para reconocimiento automático) (ibid.). If the voter's address has changed, the entire number changes; if the address is the same, the first part of the number remains the same (ibid. 5 Aug. 2008a).
