Turkey: The procedure and documentary requirements that must be satisfied in order for one parent to be able to travel with a minor child outside of Turkey

For one parent to travel with his or her minor child outside of Turkey, irrespective of whether it is the mother or the father who will be travelling with the child, the other parent must provide written consent, which must be notarized by a notary public (Turkey 4 July 2003). The written consent is then submitted to the passport issuing authority in Turkey or to a Turkish mission abroad (ibid.). The passport issuing authority keeps the notarized written consent (ibid. 8 July 2003), places a special stamp on the passport of the parent who will be travelling with the child (ibid. 4 July 2003) and then attaches a photograph of the child (provided by the parent) to the travelling parent's passport (ibid. 8 July 2003). This procedure is the same at all Turkish missions abroad and at passport offices in Turkey (ibid. 4 July 2003).
