Uzbekistan: Copies of the citizenship law of Uzbekistan, constitutional provisions affecting citizenship and agreements with Russia on citizenship

 

The attached Pravda Vostoka reports contain the texts of Uzbekistan's law on citizenship and law on citizen appeals.

With the exception of the attached BBC report on negotiations on citizenship issues between Russia and Uzbekistan, sources consulted by the DIRB do not refer to agreements between Russia and Uzbekistan on citizenship. Referring to issues pertaining to the citizenship status of Russian-speakers in the former Soviet republics, the report quotes the Russian economics minister as stating that

                Uzbekistan is displacing a readiness to discuss these problems, although not on the basis of a mechanism of dual citizenship; nevertheless, Foreign Minister Kozyrev and I have received an invitation from President Karimov to meet him and visit Uzbekistan, in order to discuss these problems comprehensively and calmly (9 Feb. 1994).

This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
