Law No. 11/1996 of 9 May 1996, Amnesty Law

[Summary: Amnesty is granted to all crimes against the internal state security, as well as other related crimes, committed by Angolan nationals, within the framework of the Angolan military conflict. All legislation contrary to the content of this present law, is revoked.]

Considering the imperious need of achieving definite peace as a fundamental factor of the national reconciliation;

Considering equally the need to underline the spirit of tolerance and the guarantee of harmonious relationship between Angolan nationals;

Keeping in mind the urgent need to create a legal framework that can substantiate the general principles of national reconciliation contained in the Lusaka Protocol;

In these terms, and in accordance with the paragraph "h" of Article No. 88 of the Constitutional Law, the National Assembly approves the following:

Article 1

All crimes against internal state security shall be amnestied, as well as all other related crimes committed by Angolan nationals, within the framework of the Angolan military conflict, from May 31st 1991 to the date of approval of the present law.

Article 2

All military crimes committed during the period referred to in the above article shall be amnestied.

Article 3

All legislation contrary to the content of the present law, shall be revoked.

Article 4

The present law comes into force, as of it publication.
