1. Registration of Aliens

(1)Every alien shall be required to register himself within thirty days of his arrival in Uganda and shall furnish full particulars of himself to the registration officers as is required in Form A prescribed in the Schedule hereto.

(2)Any alien who, at the commencement of this Act, is already resident in Uganda shall register himself within such a time as the Minister may by Statutory Instrument prescribe.

(3)Every alien may be required by the registration officer,

(a)to produce a valid passport or other official document of identity to establish his identity and nationality;

(b)to bring two passport size photographs of himself;

(c)to give such other information as may be required by the registration officer.

2. Registration Certificate

(1)The Commissioner or officers designated by him shall issue a Certificate of Registration as prescribed in Form B in the Schedule hereto as proof of the registration of such person.

(2)An alien shall produce his registration certificate and his entry permit within seven days, for inspection, whenever required to do so by an Immigration Officer or Police Officer of or above the rank of Assistant Inspector.

3. Application

(1)The provisions of sections 1 and 2 shall not apply to the following aliens residing in Uganda,

(a)an alien in possession of a valid In-Transit Pass issued under the Immigration Regulations;

(b)an alien who is in possession of a valid Visitors Pass whose period of stay does not exceed three months; (c)an alien refugee.

(2)Nothing in this Act shall be construed as affecting the diplomatic privileges.

4. Registration Centres and Officers

(1)The Minister shall determine and designate any Immigration Office or Police Station to be registration centres and shall cause the same to be published in the Uganda Gazette.

(2)Every Immigration Officer appointed under the Immigration Act and Police Officer of or above the rank of Assistant Inspector shall be a Registration Officer.

(3)The Minister may appoint additional registration Officers.

5. Register

The Commissioner for Immigration shall keep a register for all aliens in the country indicating their local addresses and any alien who leaves the country or acquires citizenship shall be struck off the Register.

6. Prohibition

(1)No alien shall be a member of an executive Committee of a trade union, a Youth movement or a co-operative society in Uganda.

(2)No alien shall form, manage or join a political party, or play any part in politics in Uganda.

7. Surrender of Certificate

A Registration Certificate shall be surrendered to a Registration Officer,

(a)on the holder acquiring citizenship of Uganda;

(b)on the holder's departure from Uganda with no intention of returning;

(c)on the death of the holder.

10. Penalty

Any person who contravenes the provisions of this Act or any rule made thereunder, commits an offence and shall be liable, on conviction, to a fine not exceeding two hundred and fifty thousand shillings or to a term of imprisonment not exceeding three years and the court before which he is convicted may, either concurrently with or in lieu of any such punishment, require such person to enter into recognisances with or without sureties to comply with the provisions of this Act or rules or such provisions thereof as the court may direct. If any person fails to comply with the order of the court requiring him to enter into recognisances the court may order him to be imprisoned for a term not exceeding six months.

11. Incitement to sedition, etc.

(1)If any alien attempts or does any act calculated or likely to cause sedition or disaffection amongst any of the Armed Forces of Uganda, or against the civilian population of Uganda, he shall be liable on conviction to imprisonment for a term not exceeding ten years.

(2)If any alien promotes or attempts to promote industrial unrest in any industry in which he has not been bona fide engaged for at least two years immediately proceeding in Uganda, he shall be liable on conviction to imprisonment for a term not exceeding five years.

(3)Nothing in this section shall in any way affect liability of any person to be prosecuted under the provisions of the Penal Code or any other Act or law in force in Uganda.

12. Interpretation

In this Act, unless the context otherwise requires,

"alien" means any person who is not a citizen of Uganda;

"Minister" means the Minister responsible for Internal Affairs.

13. Repeal

The Aliens (Registration and Control) Act is hereby repealed.
