The Co-Ministers of Interior
•Seen the Constitution of the Kingdom of Cambodia;
•Seen the Royal Decree of His Majesty Samdech Preah Norodom Sihanouk Varman, King of the Kingdom of Cambodia dated 01 November 1993 on the Appointment of the Royal Government of Cambodia;
•Seen the Law on the Organization and Functioning of the Council of Ministers, promulgated by Royal Decree dated 20 July 1994;
•Seen the Sub-decree No. 16 A.N.Kr. dated 20 December 1993 on the Organization and Functioning of the Ministry of Interior;
•Seen the Law on Immigration promulgated by Preah Reach Krom (Royal decree) dated September 22, 1994.
•Seen the Sub-Decree dated October 25, 1995 on the Issuance of Passports of the Kingdom of Cambodia; and
•Pursuant to the needs of the ministry. It is Hereby Decided
a.Travel Document: Approved for immigrant investors, their spouses, and their dependents who are duly authorized by the Council for the Development of Cambodia.
b.Laissez-passer: Approved for immigrant investors, their spouses, and their dependents who are recognized by the Minister of Interior as immigrants.
These two documents shall not be approved for children under 12 years old.
Children shall be registered under the work permit of their parents or guardians.
a.Travel document:
Immigrant investors, their spouses, and their dependents who intent to apply for the Travel document shall fill the following forms.
1.apply for traveling document
2.Photocopied document of residency permit.
3.4 photographs (4x6)
4.Authorization from parents or guardians, if a minor
5.Investment authorisation
6.Payment of fees.
b.Laissez-passer:
1.application
2.Certification of residency
3.Photocopied document of residency permit.
4.4 photographs (4x6)
5.Authorization from parents or guardians, if a minor
6.Recognition by the Ministry of Interior as immigrants
7.Travel authorisation issued by the Ministry of Interior with receipt of fee paid
8.Payment of fees
The travel document and the laissez-passer can be used only for travel purpose. They shall be valid only to the extent of the visa provided by the institution in charge of immigration in Cambodia.
a.Travel document: its initial validity shall be two years and may be renewed once only for one year
b.Laissez-passer: its initial validity shall be for traveling one time or can be extended provided reasonable reasons are provided, but in no event can exceed the stipulations as provided by Article of the Law on Immigration. It can be renewed but once.
The Ministry of Interior shall have the rights to confiscate or reject the travel document and the laissez-passer provided: the holder is serving prison terms or an arrest warrant has been issued him, or misuse
The Director of Cabinet, the General Director of National Police, the General Director of Administration and other concerned units of the Ministry of Interior shall implement this declaration from the date of its signature.
