Rwanda: Ministerial Order No 09/05.09.01/14 of 1 June 1998 Modifying Ministerial Order No. 41/05.09.01/14 of 13 June 1996 Modifying the Implementation of the Law of 15 October 1963 about the Requirements Foreigners must have in order to enter or stay in the Republic of Rwanda

The Minister of Internal Affaires, Communal Development and Resettlement,

Having seen the law of 15th October 1963 on Immigration and Emigration and the requirements foreigners must have in order to enter or stay in the Republic of Rwanda, especially in its article 5, last paragraph;

Having revisited Ministerial order n° 41/05.09.01/14 of 13th June 1996 modifying the implementation of the law of 15th October 1963 about the requirements foreigners must have in order to enter or stay in the Republic of Rwanda.

The cabinet meeting in its session of 21/11/1997, having studied and decided on them.

ORDERS

Article one:

Ministerial order n° 41/05.09.01/14 of 13th June 1996 modifying the implementation of the law of 15th October 1963 about the requirements foreigners must have in order to enter or stay in the Republic of Rwanda is modified as follows:

1.Transit visa = 10.000 FRW

2.15 days permit (for those without visa) = 10.000 FRW

3.Temporary visa not exceeding 3 months = 15.000 FRW

4.Residence visa not exceeding 24 months = 100.000 FRW

5.Visa for settling in Rwanda for any foreigner with a valid passport = 200.000 FRW

6.Transferring a visa to a new passport = 10.000 FRW

7.Identity card given to a foreigner allowed to stay or settle in Rwanda = 1.500 FRW

8.Replacing a foreigner's identity card = 1.500 FRW

9.Refugee's identity card = 1.000 FRW

10.Replacing a refugee's identity card = 1.000 FRW

Article 2:

The rights accorded while extending a visa are the same as those accorded at its initial delivery.

Article 3:

A deposit mentioned in article 11 of the law of 15th October 1963 regarding immigrations and the requirements foreigners must have in order to enter or stay in the Republic of Rwanda is determined according to transport expenses between Rwanda and the country of origin of the person seeking a visa. However, foreigners coming to invest and who can prove it do not pay that deposit.

Article 4:

In lieu of a deposit, societies, parastals, companies or associations with a capital of at least 50.000.000 FRW ask for insurance certificates. They must do it by writing to the Minister of Interior, Communal Development and Resettlement.

Article 5:

The insurance certificate is found in the Directorate of Immigration and Emigration in Rwanda and costs 20.000 FRW. The insurance certificate is filled in duplicate, one copy remains in the Directorate of Immigration and Emigration, the other copy is given to the insured, whether a society or an association.

Article 6:

Each visa and each necessary paper for Immigrants and Emigrants in Rwanda must be registered in a book Rwanda's embassies abroad must have those books.

Article 7:

All other previous provisions contrary to the present are abrogated.

Article 8:

This order comes into force on the date it is published in the official Gazette of the Republic of Rwanda.
