Having considered the Paris Agreement about the Comprehensive Political Settlement of the Cambodian Conflict of October 23, 1991 whereby the group of "Democratic Kampuchea " and three other Cambodian parties are signatories, which require the group of "Democratic Kampuchea " as well as the three other Cambodian signatories to implement all the provisions of the Agreement in order to bring peace and national reconciliation. Quite concretely, the group of "Democratic Kampuchea" have not respected the main provisions of this Agreement, and furthermore have violated the following articles:

•to respect the cease-fire orders.

•to admit the officials and staff of the U.N Transitional Authority in Cambodia (UNTAC) to areas of the country under their control.

•to implement the regroupment and cantonment, the disarmement and the demobilization of their forces.

•to obey human rights in Cambodia.

•In addition to the violation of the above main provisions of this Agreement of which they are a signatory, the troops of the "Democratic Kampucea" have attacked on the officials and the staff of the U.N transitional Authority in Cambodia (UNTAC), the Royal government officials, and the people of Cambodia indiscriminately.

•As the group of "Democratic Kampuchea " have steadfastly refused the constant appeals for national reconciliation of the U.N Transitional Authority in Cambodia (UNTAC), the leaders of the other factions, and at last the appeals of His Majesty King Norodom Sihanouk and of the Royal Government which was duly born from a national election.

•Having understood that the leader of the group of "Democratic Kampuchea " cannot use the Paris Agreement as their legitimate shield to conceal their responsibility for their serious crimes, act of terrorism, and genocide during the Pol Pot regime between 1975 and 1978. There is no Statute of Limitation for genocidal crimes.

Therefore, the National Assembly of the Kingdom of Cambodia hereby adopt the following provisions:

Article 1:

Place the group of "Democratic Kampuchea" and its troops as outlaws.

Article 2:

From the day this law comes into force, individuals who are members of the political organization of the "Democratic Kampuchea" or its armed forces shall be treated as violating the Constitution and the laws of the Kingdom of Cambodia. Individuals considered as members of the political organization of the "Democratic Kampuchea" or its armed forces are individuals who give orders, conspire or engage directly in armed conflict in order to serve the "Democratic Kampuchea" policy. The category of these individuals shall not included their relatives or those living under the tyranny of the "Democratic Kampuchea".

Article 3:

Members of the political organization of the "Democratic Kampuchea" and its armed forces or individuals who commit murder, rape, robbery, or perform act of destruction of public properties, etc. shall be punished according to the criminal law in effect.

Article 4:

This law shall be proclaimed urgent.

This law is passed by the National Assembly of the Kingdom of Cambodia on July 7, 1994 during its 2nd ordinary session of its first legislature.
