| Comments | A colloquium was held in June 2006 at the University of Ottawa Faculty of Law, bringing together experts on human rights and terrorism, meeting in their individual capacities, to finalize "Ottawa Principles on Anti-terrorism and Human Rights". They shared a common view that the preservation of human rights - not least the right to life - is the central motivator of anti-terrorism. They also believed that human rights constitute an elemental and immutable constraint on how anti-terrorism is conducted. The struggle for collective
