Afghanistan: Information on the procedure, requirements and documents that were needed in order to obtain a National Identity Card (NIC) from Kabul between 1996 and 1997, and on whether it is possible to obtain a NIC from Afghanistan while living in Canada

 

In a 12 March 1998 fax from the Consulate General of the Islamic State of Afghanistan in New York, the Consul General stated that:

1. Between [the] year 1996 and 1997 [the ] National Identity Card was not issued in Kabul.

2. To obtain a National Identity Card from Afghanistan the subject person should be present at the office, which issues the document. Copy could be obtained from the [Kabul] office without the presence of the subject person. (In a 12 March 1998 follow-up telephone interview, the Consul General clarified that it was indeed the Kabul office to which he had referred in his 12 March 1998 fax).

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
