According to an official at the General Consulate of the Republic of Albania in New York, a person can apply for and pick up identification documents such as a passport or birth certificate for someone else if he or she has authorization from that person (11 Sept. 2008). Similarly, an official at the Canadian Embassy in Rome stated that a person in Albania may apply for and pick up identification documents on behalf of another person "[o]nly if a power of attorney has been drawn up authorizing said person to act on behalf of the person" (15 Sept. 2008).
