According to Human Rights Watch World Report 1995, in September 1994 commissions were set up at the provincial level "to gather information about the events" following the presidential assassination and attempted coup d'etat (1994, 14). The report also states that no one has been tried for either the coup or the subsequent killings (ibid.). Both Amnesty International and Country Reports 1994 corroborate the information that no one has been brought to justice for the massacres (1994, 83-86; 1995, 22-27).
