Estonia: Information on whether a "stateless" person who left Estonia in 1992 after having resided there for 14 years would be permitted to return and information on whether a non-citizen would require a residence permit to live in Estonia

According to the Estonian Consulate General in Toronto, a "stateless" person who left Estonia in 1992 would have to re-apply for a residence permit through an Estonian consular office in order to reacquire "the right to return to live in Estonia" (16 June 1994).

Information received by the Helsinki office of the International Organization for Migration (IOM) from official sources in Estonia indicates that the above-mentioned category of persons would have the "right to apply" for a new residence permit through an Estonian diplomatic mission (15 June 1994).

For more information on the above-mentioned subject, please refer to the attachments. For information related to non-citizens and residence permits, please refer to Response to Information Request EST17270.E.

This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
