According to the Consulate General of Estonia in Toronto, persons who "have 'deregistered' themselves ... have lost the right to return to live in Estonia" (16 June 1994). Such persons, if abroad, must reapply for a residence permit at an Estonian consular office (ibid.).
Official sources in Estonia indicate that anyone who has deregistered "has the right to apply for a residence permit through the Estonian embassies" (IOM 15 June 1994). The Helsinki office of the International Organization for Migration (IOM) interprets "this to mean that no clear rules exist on whether the applications will be approved or not" (ibid.).
The sources consulted do not comment on whether or not it is relevant if such persons' USSR passports have expired.
