Estonia: Information on the role of the Institute of Public Opinion in Tallinn and whether it has any links to the Estonian counter-intelligence services

 

A representative at the Estonian consulate in Toronto indicated that he was unaware of the existence of an Institute of Public Opinion in Estonia (24 Aug. 1994). He stated that their are only a few non-governmental agencies conducting opinion polls, among them EMOR (an Estonian centre for market and public opinion), but none are called Institute of Public Opinion (ibid.).

The director of the Centre for the Study of Public Policy at the University of Strathclyde in Glasgow also indicated that there is a public opinion poling institute named EMOR called EMOR based in Tallinn (26 Aug. 1994). He further indicated that EMOR, which is a non-governmental organization partly owned by Finnish Gallop, recently conducted a political survey in Estonia (ibid.). Radio Free Europe/Radio Liberty (RFE/RL) stated that this survey, which was organized by the University of Glasgow in collaboration with EMOR and other Baltic opinion institutes, was part of the "largest surveys of political opinion ever carried out in the Baltic States" (15 July 1994, 26).
