On 31 July 2001 an official at a Canadian diplomatic mission in Hong Kong stated that
A Chinese national can enter Hong Kong using a document referred to as a "Two Way Permit." They can also enter Hong Kong with their PRC passports but they can enter without a visa only if they are in transit through Hong Kong. They must show onward tickets (such as travel to Bangkok) and then they can enter Hong Kong visa-free for up to 7 days.
