The Constitution entered into force upon the seating of a constitutionally-elected Government in mid-June. Thereafter, the Constitution remained subject to amendment for a four-month period, and confirmation from OCS needs to be given on the official start date of this term. The amendment process seems to have been sidelined in recent violence and debate over the Draft Law on the Formation of Regions. Basically, the Constitution is in force and the status of constitutionally-required amendments is unclear. |
