A Cuban citizen recognized as a refugee in Spain in 1983 has lived there since 1988 and last had his travel document renewed in 1987 or 1988, 1) if he leaves Spain without renewing his travel document, can he return easily and legally; would his refugee status last until 1991, 2) is Spain obligated to renew refugee status and right of entry, 3) since 1983, what has been the duration of Spanish travel documents?

 

The following information was received from an official of the Embassy of Spain in Ottawa on 19 September 1991.

 1) and 2) Status refugees in Spain, who leave the country for more than one year and who do not receive special permission from the authorities, loose their refugee status. In order to re-obtain their status rights, they would have to go through the refugee determination process again.

 3) Status refugees and those with permanent residency status can be issued temporary, non-renewable travel documents known, in French, as "Titre de voyages." Those holding such documents are authorized to leave the country for no longer than one year.
