During a 29 May 1997 telephone interview, a counsellor at the Embassy of the Republic of Chad in Washington explained that a "titre de voyage" is a travel document issued by the government of Chad to a person with a UNHCR refugee status.
The counsellor indicated that a "titre de voyage" entitles the holder to travel in all countries, with similar rights and protection as afforded to Chadian citizens except in his/her country of origin. The source added that this travel document entitles the holder to re-enter Chad and that it is renewable.
This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
