According to the Palestine Information Office in Ottawa, Palestinians living in the West Bank and Gaza Strip can obtain from Israeli authorities two documents: a Travel Document valid for one year, which allows travel to any non-Arab country and has to be requested again after it expires (non-renewable), and a Work Permit for working inside Israel, which does not allow for residence in Israel. According to the source, obtaining either document is a process which can take months.
Please find attached a copy of Country Reports on Human Rights Practices for 1988, (Washington: U.S. Department of State, 1989), pp. 1383-1384, which deal with travel and personal documents under the section "Freedom of movement within the country, foreign travel, emigration and repatriation".
