International protection is a priority among the concerns of the Executive Committee of the High Commissioner’s Programme. At each of its sessions, the Committee expresses its consensus on the subject, in the form of one or more Conclusions on International Protection (ExCom Conclusions). Although these Conclusions do not have the same weight as treaty law, they are authoritative statements of opinion, broadly representative of the international community, as well as influential indicators of state practice. As such, they often serve to guide governments, non-state actors, national judiciaries and UNHCR itself in the protection of refugees.
