From 2019 to 2021, he was the Assistant Representative (Programme) of UNHCR in Sudan. Prior to this, Mr Hesemann served in various capacities with UNHCR since 2001, including emergency preparedness and response, as head of a field office, and in the engagement of public and private donors. He led the development of UNHCR\u2019s new emergency management guidance tool (<span><a href=\"https:\/\/emergency.unhcr.org\">https:\/\/emergency.unhcr.org<\/a><\/span>), and of the new emergency preparedness policy for refugee situations (Preparedness Package for Refugee Emergencies). Among other refugee and internal displacement situations, he supported the coordination of inter-agency contingency planning and emergency response during the early stages of the Syria refugee crisis.
