<\/span><span class=\"NormalTextRun SCXW227484620 BCX0\">included <\/span><span class=\"NormalTextRun SCXW227484620 BCX0\">on the national payroll and have access to training and pathways to professional qualifications.<\/span><\/span><\/p>\n<h2><span class=\"NormalTextRun SCXW156758105 BCX0\">Bridg<\/span><span class=\"NormalTextRun SCXW156758105 BCX0\">e<\/span><span href=\"https:\/\/www.unhcr.org\/media\/unhcr-education-report-2023-unlocking-potential-right-education-and-opportunity\" target=\"_blank\" rel=\"noreferrer noopener\"><span data-contrast=\"none\" xml:lang=\"EN-US\" lang=\"EN-US\" class=\"TextRun Underlined SCXW156758105 BCX0\"><span class=\"NormalTextRun SCXW156758105 BCX0\" data-ccp-charstyle=\"Hyperlink\">2023 UNHCR Education primary and secondary education enrolment rates stood starkly at 65% and 41%<\/span><span class=\"NormalTextRun SCXW156758105 BCX0\">,<\/span><span class=\"NormalTextRun SCXW156758105 BCX0\"> respectively<\/span><span class=\"NormalTextRun SCXW156758105 BCX0\">. <\/span><\/span><\/p>\n<p><span data-contrast=\"auto\" xml:lang=\"EN-US\" lang=\"EN-US\" class=\"TextRun SCXW156758105 BCX0\"><span class=\"NormalTextRun SCXW156758105 BCX0\">To address this disparity, UNHCR initiated <\/span><span class=\"NormalTextRun SCXW156758105 BCX0\">a pilot secondary education initiative in Ethiopia<\/span><span class=\"NormalTextRun SCXW156758105 BCX0\">, Iraq<\/span><span class=\"NormalTextRun SCXW156758105 BCX0\">,<\/span><span class=\"NormalTextRun SCXW156758105 BCX0\"> and Pakistan, targeting <\/span><span class=\"NormalTextRun SCXW156758105 BCX0\">specific challenges in secondary education particularly for girls. <\/span><span class=\"NormalTextRun SCXW156758105 BCX0\">From <\/span><span class=\"NormalTextRun SCXW156758105 BCX0\">establishing<\/span><span class=\"NormalTextRun SCXW156758105 BCX0\"> baby care centers to <\/span><span class=\"NormalTextRun SCXW156758105 BCX0\">facilitate<\/span><span class=\"NormalTextRun SCXW156758105 BCX0\"> teenage mothers&#8217; <\/span><span class=\"NormalTextRun SCXW156758105 BCX0\">retention in school to supporting <\/span><span class=\"NormalTextRun SCXW156758105 BCX0\">adolescents<\/span><span class=\"NormalTextRun SCXW156758105 BCX0\">\u2019 <\/span><span class=\"NormalTextRun SCXW156758105 BCX0\">boys\u2019<\/span><span class=\"NormalTextRun SCXW156758105 BCX0\"> and <\/span><span class=\"NormalTextRun SCXW156758105 BCX0\">girls\u2019<\/span><span class=\"NormalTextRun SCXW156758105 BCX0\"> clubs and improving educational infrastructure, these efforts are<\/span><span class=\"NormalTextRun SCXW156758105 BCX0\"> contributing to improving <\/span><span class=\"NormalTextRun SCXW156758105 BCX0\">secondary education access and attendance. <\/span><span class=\"NormalTextRun SCXW156758105 BCX0\">This<\/span><span class=\"NormalTextRun SCXW156758105 BCX0\">, coupled with Inter-agency efforts such as the <\/span><\/span><a class=\"Hyperlink SCXW156758105 BCX0\" href=\"https:\/\/inee.org\/collections\/secondary-education\" target=\"_blank\" rel=\"noreferrer noopener\"><span data-contrast=\"none\" xml:lang=\"EN-US\" lang=\"EN-US\" class=\"TextRun Underlined SCXW156758105 BCX0\"><span class=\"NormalTextRun SCXW156758105 BCX0\" data-ccp-charstyle=\"Hyperlink\">Secondary Education Working Group (SEWG)<\/span><\/span><\/a><span data-contrast=\"auto\" xml:lang=\"EN-US\" lang=\"EN-US\" class=\"TextRun SCXW156758105 BCX0\"><span class=\"NormalTextRun SCXW156758105 BCX0\"> and strong commitments on <\/span><\/span><a class=\"Hyperlink SCXW156758105 BCX0\" href=\"https:\/\/globalcompactrefugees.org\/sites\/default\/files\/2023-11\/secondary_ed_pledging_guidance.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><span data-contrast=\"none\" xml:lang=\"EN-US\" lang=\"EN-US\" class=\"TextRun Underlined SCXW156758105 BCX0\"><span class=\"NormalTextRun SCXW156758105 BCX0\" data-ccp-charstyle=\"Hyperlink\">secondary strengthening secondary education <\/span><span class=\"NormalTextRun SCXW156758105 BCX0\">provision for refugees.<\/span><\/span><\/p>\n<h2><span class=\"NormalTextRun SCXW238176222 BCX0\">Innovat<\/span><span class=\"NormalTextRun SCXW238176222 BCX0\">e<\/span><span class=\"NormalTextRun SCXW238176222 BCX0\"> beyond technology<\/span><\/h2>\n<p><span data-contrast=\"auto\" xml:lang=\"EN-GB\" lang=\"EN-GB\" class=\"TextRun SCXW203488015 BCX0\"><span class=\"NormalTextRun SCXW203488015 BCX0\">T<\/span><span class=\"NormalTextRun SCXW203488015 BCX0\">he outbreak of COVID-19 called for rapid and decisive action to adapt to the dramatic changes across the education landscape, ensure learning continuity during school closures and preparation for the safe reopening of schools. Although the pandemic <\/span><span class=\"NormalTextRun SCXW203488015 BCX0\">exacerbated<\/span><span class=\"NormalTextRun SCXW203488015 BCX0\"> the digital divide facing refugee communities, school communities <\/span><span class=\"NormalTextRun SCXW203488015 BCX0\">demonstrated<\/span><span class=\"NormalTextRun SCXW203488015 BCX0\"> <\/span><span class=\"NormalTextRun SCXW203488015 BCX0\">extraordinary<\/span><span class=\"NormalTextRun SCXW203488015 BCX0\">, creative <\/span><span class=\"NormalTextRun SCXW203488015 BCX0\">innovation<\/span><span class=\"NormalTextRun SCXW203488015 BCX0\">s<\/span><span class=\"NormalTextRun SCXW203488015 BCX0\"> that <\/span><span class=\"NormalTextRun SCXW203488015 BCX0\">ultimately improved<\/span><span class=\"NormalTextRun SCXW203488015 BCX0\"> education access for and inclusion of refugees. This included devising and adopting flexible education modalities through digital or interactive TV and radio broadcasting lessons, take-home packages, small-group learning, or home visits. <\/span><\/span><\/p>\n<p><span data-contrast=\"auto\" xml:lang=\"EN-GB\" lang=\"EN-GB\" class=\"TextRun SCXW203488015 BCX0\"><span class=\"NormalTextRun SCXW203488015 BCX0\">If the COVID-19 crisis has taught us a lesson, <\/span><span class=\"NormalTextRun SCXW203488015 BCX0\">it<\/span><span class=\"NormalTextRun SCXW203488015 BCX0\"> is that in<\/span><\/span><span data-contrast=\"auto\" xml:lang=\"EN-US\" lang=\"EN-US\" class=\"TextRun SCXW203488015 BCX0\"><span class=\"NormalTextRun SCXW203488015 BCX0\">novation does not necessarily have to be digital or involve technology but is <\/span><span class=\"NormalTextRun SCXW203488015 BCX0\">rather a<\/span><span class=\"NormalTextRun SCXW203488015 BCX0\"> matter of <\/span><span class=\"NormalTextRun SCXW203488015 BCX0\">small details<\/span><span class=\"NormalTextRun SCXW203488015 BCX0\"> <\/span><span class=\"NormalTextRun SCXW203488015 BCX0\">and adaptations<\/span><span class=\"NormalTextRun SCXW203488015 BCX0\"> <\/span><span class=\"NormalTextRun SCXW203488015 BCX0\">leading to significant transformations and improvements<\/span><\/span><span data-contrast=\"auto\" xml:lang=\"EN-US\" lang=\"EN-US\" class=\"TextRun SCXW203488015 BCX0\"><span class=\"NormalTextRun SCXW203488015 BCX0\">. <\/span><\/span><span data-contrast=\"auto\" xml:lang=\"EN-US\" lang=\"EN-US\" class=\"TextRun SCXW203488015 BCX0\"><span class=\"NormalTextRun SCXW203488015 BCX0\">Rwanda&#8217;s example of aligning educational technology hardware with national reforms and providing access to relevant curricular materials <\/span><span class=\"NormalTextRun SCXW203488015 BCX0\">demonstrates<\/span><span class=\"NormalTextRun SCXW203488015 BCX0\"> that innovation is often rooted in simplicity <\/span><span class=\"NormalTextRun SCXW203488015 BCX0\">and user-centred design <\/span><span class=\"NormalTextRun SCXW203488015 BCX0\">yet can lead to substantial improvements.<\/span><\/span><span class=\"EOP SCXW203488015 BCX0\" data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:279}\">\u00a0<\/span><\/p>\n<p><span class=\"EOP SCXW203488015 BCX0\" data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:279}\"><\/span><\/p>\n<h2><span class=\"NormalTextRun SCXW115925801 BCX0\">Include<\/span><span class=\"NormalTextRun SCXW115925801 BCX0\"> refugee<\/span><span class=\"NormalTextRun SCXW115925801 BCX0\"> students<\/span><span class=\"NormalTextRun SCXW115925801 BCX0\"> in national education systems<\/span><\/h2>\n<p><span data-contrast=\"auto\">Significant progress has been made in including refugees in the national education system as envisaged in the <\/span><a href=\"https:\/\/www.unhcr.org\/about-unhcr\/who-we-are\/global-compact-refugees\"><span data-contrast=\"none\">Global Compact on Refugees (GCR)<\/span><\/a><span data-contrast=\"auto\">. This success is attributed to strong collaborations at various levels, which have facilitated curriculum transitions and the registration of camp-based schools. Notably, the Refugee Education Integration Policy (REIP) in the Kurdistan Region of Iraq and the transitioning of camp-based schools to new curriculums in Kenya and South Sudan are milestones in this journey. Rwanda, Cameroon, and Mexico&#8217;s approach to integrating refugees into public schools alongside nationals is a testament to what can be achieved through inclusive policies.
